Goods are a resource. It is used to provide the population with useful consumer objects. Goods are made from 
Materials at an Industrial District. Materials are a resource Requirement for operation of the district, meaning without any of the input resource, no Goods can be produced at all.
Having insufficient goods reduces 
Heatstamp income, and can lead to the 
Crime problem.
The Goods Factories building 
Idea describes them as "domestic goods".
