Shelter is a resource mainly provided by Housing Districts. It is a Demand for the population provided through the various communities.
Shelter's primary purpose is to provide protection against the Problem of Cold, and not having enough will cause the Problem to rise rapidly. Shelter can be thought of as slowing down the effect, and allows the Steward to prevent Cold entirely by using Heat as Demanded by Housing Districts, instead of being forced to suffer the effects of Cold. If the Heat Demand of the housing is not fulfilled, Shelter will still be provided. Cold will still rise, but at a lower rate compared to a total lack of Shelter.
A very rough estimate of the shelter requirement is approximately 10 shelter for 1000 population, although this may vary based on difficulty or other modifiers.
